The STRCC TraCS Software Evaluation Pilot Project was approved by STRCC and STREOC at a joint committee meeting on December 12, 2002. The Pilot will be utilizing Iowa Traffic and Criminal Software (TraCS) developed by the Iowa Department of Transportation. TraCS is a PC based electronic data collection and reporting tool that will be used by law enforcement agency Pilot participants.

The TraCS Evaluation Pilot Project - Phase One will assess the suitability of the TraCS Software as a tool to improve the methods law enforcement agencies use to capture and store traffic citation information on a local agency server. During Phase One the TraCS Software Development Kit will be used to develop a state approved electronic uniform traffic citation for use by officers in their patrol cars. Officers participating in the TraCS Evaluation Pilot Project will use patrol cars that have been equipped with laptop computers.

The TraCS Evaluation Pilot Project - Phase One will evaluate processes designed to improve capture of traffic citation information. Currently, traffic citations are hand written, increasing the potential for inaccurate information to be recorded, and for other agencies and law enforcement personnel to have difficulty interpreting the information. This process costs law enforcement agencies many hours of report writing time that could be spent in other law enforcement activities.

At the completion of the TraCS Software Evaluation Pilot Project - Phase One an evaluation report will be provided to the STREOC and the STRCC. This evaluation will determine if the TraCS application is a viable solution for the electronic capture of traffic citation information at the roadside by law enforcement. To ensure the success, a project plan is being developed. Quality management principles will be applied to allow for continuous feedback, evaluation, improvement of systems, and procedures. Pilot progress and periodic budget reports will be made to both the STRCC and the STREOC.
